      • In accordance with Government Decision no. 1010/2004 for approving the methodological norms and the documents referred to in art. 69 of Law 333/2003 regarding the protection of objectives, goods, values​and persons, the technical protection and alarm systems accomplish electronical and mechanical protection of target against intrusion. A technical protection and alarming system against intrusion includes mechanical means of protection and electronic facilities for detection and burglar alarm and aggression, access control and closed circuit television.
      Romanian legislation on the protection of persons and property govern the security domain and guard protection services, establishing requirements for companies in the industry, but also on quality of service requirements. Concomitantly stipulates the legal responsibility of organizations managers to take measures to protect persons and property and includes minimum requirements to be met for certain types of objectives: financial and banking establishments, markets, supermarkets, cash & carry, large commercial spaces; exchange houses, pawn shops, weapons and ammunition trading stores and pay offices; public institutions, spaces for cultural or sporting events, deposits places with various destinations, petroleum products trading stations.

      • For other types of objectives, specified regulations require a risk analysis in advance, but does not address how to do this work and not clearly specified responsibilities and how to control and punish those who do not meet these requirements.

      • Recommendations are considering common situations encountered in the objectives set and a requirement for equipment and devices used are certified against the relevant standards as part of ensuring quality control in this area. It should be noted that the threats were considered ordinary crime (theft, robbery, fraud, etc..) and not other types of threats such as terrorism which impose other requirements to ensure an acceptable security level.

• In practica internationala, Securitatea fizică este definită ca domeniul aplicativ al securităţii care prezintă atât măsuri pentru prevenirea cât şi pentru împiedicarea atacatorilor să aibă acces la obiective, resurse sau informaţii şi recomandări privind proiectarea infrastructurii pentru a opune rezistenţă la actele ostile. Masurile de securitate din acest domeniu includ sistemele tehnice de alarmare, mijloace mecano-fizice de protectie, servicii de paza si interventie si cadrul organizatoric de punere in valoare a acestora. Un aspect specific de securitate fizică, a obiectivelor cu cerinte ridicate de securitate precum cele din cadrul infrastructurilor critice este importanţa specială care trebuie acordată ameninţării teroriste în contextul general al ameninţărilor. Această abordare impune coniderarea mai multor niveluri de protecţie care să asigure descurajare‚ detectare‚ blocare‚ intârziere‚ răspuns‚ răspuns gradual.
